The close of the year 1905 finds us in a much better
position than the beginning. In January it would have been easily possible.to find between 20 and 30 men dependent upon
charity. During the first two months of the year 33 men were
dealt with under a temporary relief scheme. With two exceptions
these men all got away from the Colony, thus reducing the number materially. At the end of the year only an cúd case here and there could be found, and these men for whom many efforts had been made. In bringing about this cetter state of things three
factors have been operative.
In the first place the cessation of the war has ies-
-sened the stream of world wanderers or deflected it into an-
-other direction. in the second place the legislation with
respect to the landing of destitutes as it has become more wide-k
kunne
-ly has had an appreciable effect; fewer men have worked their passage to the Colony. And in the third place the new regula-
-tions in force in the House of Detention have made it a place
to be avoided.
